The Nigerian National Petroleum Company Limited (NNPCL) has announced a comprehensive rehabilitation project aimed at strengthening the nation’s energy infrastructure. In an interview with journalists on Saturday, Olufemi Soneye, the Chief Corporate Communications Officer (CCCO) of NNPCL, detailed the initiative which is expected to span 2 to 3 years.
Soneye highlighted that the rehabilitation will address several key issues in the petroleum sector:
Sustainable Supply: The project will ensure a consistent supply of crude oil to refineries.
Efficient Distribution: By improving pipeline functionality, the distribution of petroleum products will become more seamless, reducing the need for truck transportation.
Energy Security: Enhanced infrastructure will lead to improved energy security across Nigeria.
Reduced Importation: The aim is to lower fuel importation, which in turn will decrease transportation costs and mitigate road hazards associated with tanker trucks.
He emphasized the structured approach to the project, including a financial model, strategic partnerships, and execution commitment, stating, “We can assure Nigerians that NNPC’s pipeline and depot rehabilitation project is set to resolve longstanding challenges in petroleum supply and strengthen the country’s energy infrastructure for the long term.”
Despite the challenge of limited financial resources, NNPCL is adopting innovative funding strategies. Soneye mentioned the deployment of a “Finance, Build Operate and Transfer (FBOT)” model to ensure cost-effective execution of the project:
Innovative Funding: The company is exploring creative financial approaches to fund both the refinery and pipeline projects simultaneously.
Technology and Security: Beyond simply replacing old pipelines, the initiative includes the integration of advanced technology for pipeline security to combat vandalism, alongside the rehabilitation and modernization of storage terminals.
Soneye also touched on NNPCL’s broader vision for Nigeria’s oil sector, noting the recent achievements in refinery rehabilitation:
Refinery Milestones: The successful rehabilitation of the Old Port Harcourt and Warri Refineries by the end of 2024 has been a significant step towards self-sufficiency.
Ongoing Projects: Further work on the new Port Harcourt and Kaduna refineries is well underway, aiming to reinforce the move towards eliminating fuel importation.
This comprehensive approach by NNPCL not only seeks to repair and upgrade existing infrastructure but also aims to transform Nigeria into a self-sufficient producer and eventually a net exporter of refined petroleum products.
