Lagos State Strengthens Electricity Market Regulation, Engages NERC for Knowledge Sharing

The Lagos State Electricity Regulatory Commission (LASERC) has begun understudying the Nigerian Electricity Regulatory Commission (NERC) to enhance electricity market regulation within the state. This initiative follows a courtesy visit by LASERC and Lagos State Independent System Operator (LISO) board members to NERC, aimed at deepening understanding of regulatory best practices.

Led by Lagos State Commissioner for Energy and Mineral Resources, Mr. Biodun Ogunleye, the delegation highlighted the state government’s commitment to expanding energy access and positioning LASERC as a model regulator for other states. Ogunleye explained that LASERC oversees electricity market regulation, while LISO manages trade point meters and bulk electricity measurements to ensure proper accountability of energy sold.

LASERC Chairman, Mr. Akinwunmi Ogunbiyi, and CEO, Mrs. Temitope George, affirmed their commitment to learning from NERC and applying global best practices. NERC Chairman, Dr. Musiliu Oseni, welcomed the delegation, stressing the strategic importance of the power sector, fairness, continuous learning, and collaboration to support universal electricity access. NERC Commissioners further encouraged proactive stakeholder engagement, customer protection, and the rebuilding of consumer confidence in Lagos’ electricity market.

LASERC recently announced the official assumption of duty by its newly appointed board members, following confirmation by the Lagos State House of Assembly. The board includes Mr. Ogunbiyi (Chairman), Mrs. George (CEO/Executive Member), Engr. Adekunle Olopade (Engineering & Systems), Mr. Olakunle Falola (Licensing & Regulatory), and Mr. Bello Wasiu Oladimeji (Non-Executive Member). The reconstitution follows the dissolution of the previous board in December 2025.

The Lagos State Government noted that the new board strengthens governance, accountability, and institutional effectiveness in the electricity sector. The board is tasked with strategic leadership and oversight for electricity generation, distribution, supply, licensing, market operations, and consumer protection, in line with the Lagos State Electricity Law 2024 and the state’s energy transition agenda.

LASERC emphasized its commitment to transparency, stakeholder engagement, and professionalism, aiming to protect consumer interests, enhance investor confidence, and advance sustainable electricity development. Under the Electricity Act 2023, Lagos now has authority to generate and distribute electricity alongside its regulatory role.
