At the recent Russia-Africa partnership conference in Cairo, Egyptian President Abdel-Fattah el-Sissi called for reforms to the United Nations Security Council, urging an expanded African role in global decision-making. He highlighted Africa’s demographic, economic, and political significance, asserting the continent deserves a more influential position in shaping international policies. El-Sissi reiterated the African Union’s demand for two permanent, veto-wielding seats on the Security Council and advocated for similar reforms in international financial institutions to ensure fair representation for Africa.

The conference was attended by Russian Foreign Minister Sergey Lavrov and representatives from over 50 African countries, aiming to enhance the Russia-Africa partnership. Lavrov affirmed Russia’s commitment to supporting African nations in preserving their sovereignty and enhancing bilateral cooperation, particularly following the 2023 summit in St. Petersburg, where Russia sought African support amid its global isolation due to the Ukraine invasion. Furthermore, Russia has been increasing its military presence in Africa, deploying weaponry and military units in sub-Saharan conflict zones.

El-Sissi’s call for Security Council reforms resonates with the African Union’s Ezulwini Consensus, established in 2005, which advocates for a fairer and more democratic Security Council to reflect Africa’s growing global influence. Egypt’s role in the Russia-Africa partnership illustrates its commitment to strengthening ties with African states and promoting reforms that enhance the continent’s position in global governance. The discussions at the Cairo conference are expected to facilitate collaborative efforts for achieving peace, security, and sustainable development throughout Africa.
