Spain Announces Plan to Grant Legal Status to Thousands of Undocumented Migrants

Spain’s government confirmed on January 27 that it will move forward with a plan to regularize the legal status of tens of thousands of undocumented migrants, aiming to address labor shortages and improve access to basic rights and services. The announcement followed cabinet level discussions on migration and workforce needs.

Officials said the measures would prioritize migrants already living and working in Spain, particularly in sectors facing chronic labor gaps such as agriculture, construction, caregiving and hospitality. The plan is intended to allow eligible individuals to obtain residency and work permits, enabling formal employment and access to healthcare and social protections.

The government emphasized that the policy aligns with Spain’s broader migration framework and EU obligations, while also supporting economic growth. Labor groups welcomed the move, saying regularization would reduce exploitation and improve working conditions. Some opposition parties, however, raised concerns about enforcement and border management.

Spain has previously implemented similar regularization programs during periods of economic transition. Authorities said implementation details, including eligibility criteria and timelines, would be finalized in the coming months following consultations with regional governments and social partners.

The January 27 announcement reflects a wider European debate on migration management, labor mobility and integration as demographic pressures continue to affect the workforce.
