Quebec has reignited three immigration pilot programs targeting skilled workers in artificial intelligence (AI), information technology (IT), and visual effects, providing them with an opportunity to gain permanent residency. These programs, which first saw the light of day in 2021, are a strategic move to tackle the labor shortages within these pivotal sectors.
According to Quebec’s Immigration Service, the programs are now open for applications, aiming to attract professionals who can meet the province’s demand for specialized skills.
Eligibility Criteria:
Applicants must be at least 18 years of age.
They need to show proof of financial independence.
There must be an intention to settle in Quebec for employment within the specified sectors.
Individuals should not be employed by a company they have any control over, either legally or factually.
Artificial Intelligence Stream:
Foreign workers must possess at least 24 months of full-time experience in AI or related fields, classified under FÉER 0, 1, or 2 in the NOC system.
Quebec graduates with a recent master’s or doctoral degree in AI are also eligible.
A full-time job in Quebec’s AI sector is required, with salary benchmarks set at $75,000 for positions outside Montreal and $100,000 within Montreal.
An expert committee opinion verifying that the job matches the applicant’s qualifications is mandatory.
Information Technology and Visual Effects Stream:
Applicants need at least two years of pertinent work experience.
A diploma from a technical college or higher education institution is necessary.
Salary requirements are set to the 9th decile of the profession’s wage scale.
Employment in ineligible sectors like payday lending or adult entertainment will disqualify candidates.
Language Proficiency and Francization Requirements:
Francophone Profile: Applicants must demonstrate a French language proficiency of at least level 7 on the Quebec Scale, through recognized tests or academic credentials.
Francization Profile: This track applies to those who agree to learn French post-selection via integration services.
Ineligible Sectors:
Sectors such as payday loans, pawnshops, and adult entertainment are not considered for this program.
Application Process:
For the AI stream, a positive opinion from an expert committee is essential, although it does not assure the issuance of a Quebec Selection Certificate.
