Over 8,300 Inmates Granted Pardons or Sentence Reductions Amid Efforts to Ease Overcrowding

No fewer than 8,300 inmates have been pardoned or had their sentences reduced across Nigeria between January 2022 and March 2026, as federal and state authorities intensify efforts to tackle congestion in correctional facilities.

Pardons and sentence adjustments are typically granted following recommendations by judicial or advisory bos, often known as Prerogative of Mercy Committees. The figures were compiled from media reports and official websites of the Nigerian Correctional Service and various state governments.

A yearly breakdown shows:

2022: 707 inmates benefited
2023: 4,678 inmates, reflecting a major nationwide intervention in November when over 4,000 inmates were released after fines were settled through a federal initiative supported by private sector contributions
2024: 1,843 inmates
2025: over 850 inmates
2026: more than 240 inmates

Despite these efforts, overcrowding remains a pressing issue. More than 50,000 inmates are still awaiting trial, many on serious charges including armed robbery, , and culpable homicide. Delays are often caused by lengthy investigations and court proceedings.

Beyond pardons, the federal government is pursuing long-term reforms to ease pressure on custodial centres. Plans have been unveiled to transform correctional facilities into agricultural and production hubs through public-private partnerships, shifting the focus from mere detention to rehabilitation and reintegration.

The Olubunmi Tunji Ojo, represented by Permanent Secretary Magdalene Ajani, explained at a stakeholders’ roundtable in Abuja that the initiative aims to equip inmates with practical ss, reduce repeat offences, and contribute to easing long-term congestion in the system.

“Correctional centres are no longer just places of custody; they are platforms for transformation, rehabilitation, and a new lease of life,” he said, emphasizing the focus on ss acquisition and productivity for inmates.
