LASERC Partners with NERC to Strengthen Lagos Electricity Market

The Lagos State Electricity Regulatory Commission LASERC has begun understudying the Nigerian Electricity Regulatory Commission NERC to enhance electricity market regulation in Lagos State. The move follows a courtesy visit by LASERC board members and the Lagos State Independent System Operator LISO to NERC.

Led by Lagos State Commissioner for Energy and Mineral Resources Mr Biodun Ogunleye, the delegation reiterated the state government’s commitment to expanding energy access and positioning LASERC as a model state electricity regulator. While LASERC oversees electricity market regulation in Lagos, LISO manages trade point meters and bulk electricity measurements to ensure accurate accounting of electricity sold.

LASERC Chairman Mr Akinwunmi Ogunbiyi and CEO Mrs Temitope George expressed their dedication to learning from NERC and applying global best practices within the state. NERC Chairman Dr Musiliu Oseni welcomed the delegation and emphasized the importance of fairness, continuous learning, and stakeholder engagement in building a strong subnational electricity market.

Other NERC officials highlighted the need for consumer protection, complaint resolution, and proactive engagement to strengthen confidence in the power sector. LASERC is among the few state regulators that have fully assumed oversight of their electricity markets from NERC under the Electricity Act.

The new LASERC board, confirmed by the Lagos State House of Assembly, includes Mr Alexander Akinwunmi Ogunbiyi as Chairman, Mrs Temitope George as CEO, Engr Adekunle Olopade, Mr Olakunle Falola, and Mr Bello Wasiu Oladimeji. The board is tasked with providing strategic leadership in generation, distribution, supply, licensing, market operations, and consumer protection.

With this development Lagos now has the authority to generate and distribute electricity under the Electricity Act 2023, reinforcing the state’s commitment to sustainable power development, investor confidence, and improved energy access.
