European leaders have announced a comprehensive six-point security and recovery plan for Ukraine aimed at enhancing the nation’s defense capabilities and supporting its economic reconstruction. This initiative emerged from two days of intense peace talks in Berlin involving leaders from ten European countries and EU Commission President Ursula von der Leyen, addressing both immediate and long-term needs of Ukraine.

The plan’s first component emphasizes sustained support for Ukraine’s armed forces, aiming to maintain a peacetime strength of 800,000 troops to deter future aggression. Secondly, it proposes the establishment of a European-led multinational force, supported by the U.S., to aid in the regeneration of Ukraine’s military, secure its airspace, and ensure maritime safety.

The third point focuses on creating a U.S.-led ceasefire monitoring and verification mechanism to detect future threats and ensure compliance with ceasefire agreements. The fourth commitment includes a legally binding pledge from participant countries to respond to any future armed attack on Ukraine, which may involve armed intervention along with intelligence, logistical, and diplomatic backing.

Additionally, the plan addresses Ukraine’s economic recovery, stressing that Russia should be held accountable for damages incurred during the invasion, with discussions regarding the use of frozen Russian assets for reconstruction. Lastly, it reaffirms strong support for Ukraine’s accession to the European Union, viewing this integration as crucial for long-term stability and prosperity.

European leaders have reiterated their commitment to these actions, asserting that any territorial decisions regarding Russia depend ultimately on the Ukrainian people, provided effective security measures are in place. This initiative reflects a unified European stance on supporting Ukraine’s sovereignty and territorial integrity, aiming to achieve lasting peace and recovery.
