EU Announces Defense Plan to Address Russian Threats, Targets Preparedness by 2028

The European Union has launched a comprehensive defense strategy called the Defense Readiness Roadmap 2030, aimed at bolstering military readiness and addressing potential threats, particularly from Russia. This plan emphasizes key initiatives such as the European Drone Defense Initiative and the Eastern Flank Watch, which will enhance defenses along Europe’s eastern borders across various domains: land, sea, air, and cyber. The roadmap anticipates initial operational capability by late 2026 and full implementation by 2028.

To facilitate rapid military deployment, the EU aims to develop dedicated air and space shields while significantly improving mobility infrastructure. The strategy mandates that a minimum of 40% of military procurement be done collectively among member states to ensure interoperability and cost efficiency. Over the next decade, an estimated €3.4 trillion will be required for defense spending, leading to proposals for a substantial increase in the EU’s defense budget.

Despite current assessments indicating that Russia cannot execute a full-scale attack on the EU, concerns about future risks persist, especially if the war in Ukraine concludes. Strengthening Ukraine’s defense capabilities is also prioritized, including the formation of a drone alliance by early next year.

European Commission President Ursula von der Leyen highlighted the urgency of this initiative, emphasizing that Europe faces significant risks to its territories. Among the proposed “flagship” projects are the European Air Shield, designed to protect against missile threats, and the European Space Shield, which will defend space-based assets. The management and approval of these projects will involve the EU’s 27 member states, marking a pivotal step toward a cohesive and resilient defense system in response to evolving geopolitical challenges.
