In a notable diplomatic shift, Canada and India have appointed new high commissioners to each other’s countries, indicating a recovery in their relations strained since 2023. Canada has selected Christopher Cooter, an experienced diplomat with over 35 years in various roles, including as chargé d’affaires to Israel and High Commissioner to multiple African nations, to serve as its High Commissioner to India. Meanwhile, India has appointed Dinesh K. Patnaik, currently Ambassador to Spain and with a rich background in diplomatic service across cities like Beijing and Geneva, as its High Commissioner to Canada.
The deterioration of relations began in June 2023, following the assassination of Sikh separatist leader Hardeep Singh Nijjar in British Columbia. Canada accused Indian government agents of involvement, resulting in the expulsion of diplomats on both sides and the withdrawal of high commissioners.
The recent diplomatic appointments stem from discussions between Canadian Prime Minister Mark Carney and Indian Prime Minister Narendra Modi during the June 2025 G7 summit, where both leaders agreed to restore senior diplomatic posts and fully resume diplomatic services. This move aims to rebuild trust and collaboration between the two nations.
The reinstatement of diplomatic ties is expected to positively impact various sectors, including trade, technology, and cultural exchanges, particularly given the significant Sikh diaspora in Canada and India’s status as a source of foreign workers and students.
