Angola Approves 500 Million Dollar Investment to Transform Coastal Tourism Infrastructure

Angolan President João Lourenço has authorised a 500 million dollar public investment aimed at transforming the country’s coastal tourism infrastructure. The directive, formalised through Executive Orders 32 slash 26 and 33 slash 26, focuses on developing integrated infrastructure in high potential regions including Cabo Ledo, Quicombo, and Namibe.

The investment will be financed through external funding from Mitsubishi UFJ Financial Group and forms a central pillar of the government Planifica Turismo programme. The initiative is designed to address one of the main barriers facing international developers, which is the lack of essential utilities and basic infrastructure in key tourism zones.

According to a statement released by Tourism Minister Márcio de Jesus Lopes Daniel, the project will prioritise the construction and rehabilitation of access roads, water supply systems, sanitation networks, electricity, telecommunications, and public lighting. These upgrades will cover strategic coastal areas such as Pipas Bay also known as Saco Mar, Tômbwa Bay, and Três Irmãos Bay in Moçâmedes, as well as Quicombo Bay in Cuanza Sul.

The government believes that improving infrastructure will significantly reduce entry costs for investors and enhance the competitiveness of Angola as a tourism destination. Several private investors have already expressed interest in the targeted regions, but projects have faced delays due to inadequate infrastructure.

This large scale investment follows Angola’s recent recognition as the Best Tourism Investment Destination by the Global Tourism Forum in 2025. Officials say the move reinforces the country’s commitment to sustainable tourism development, job creation, and improved living standards for coastal communities.
