Ukrainian and European Leaders Pursue U.S. Defense Assurances

Ten European leaders, alongside European Commission President Ursula von der Leyen, released a joint statement advocating for robust security guarantees for Ukraine amid ongoing tensions with Russia. This initiative aims to enhance Ukraine’s defense capabilities, proposing a security framework that includes maintaining an active military force of around 800,000 troops and forming a European led multinational force supported by the U.S. This multinational force would focus on rebuilding military infrastructure, securing airspace, and ensuring maritime safety, while a U.S.-led monitoring mechanism would address ceasefire violations. The leaders emphasized that any territorial decisions involving Russia should be made by the Ukrainian people, contingent upon effective security provisions.

In a complementary move, Germany introduced a 10-point plan during Ukrainian President Volodymyr Zelenskyy’s visit to Berlin, which aims to deepen military cooperation. The plan includes initiatives for joint defense ventures, research partnerships, and procurement support for Ukraine’s defense industry, alongside federal investment guarantees. Additionally, it proposes increased German military presence in Kyiv, regular consultations between defense ministries, and the establishment of a Ukrainian defense liaison office in Berlin, while also highlighting anti-corruption measures following concerns in Ukraine.

Meanwhile, negotiations between Ukraine, the U.S., and European officials have progressed on security guarantees, though divisions remain regarding territorial issues. The U.S. has suggested that Ukraine withdraw from 14% of the Donbas region, currently under its control, potentially turning it into a demilitarized “free economic zone.” This proposal includes security guarantees, potential EU membership acceleration, and aid for post-war reconstruction. However, territorial concessions are contentious, prompting further high-level discussions to navigate these complex challenges and secure Ukraine’s sovereignty amid regional instability.
